Why do I have to pay a $6.25 service fee at the Tax Collector's Office for a driver license transaction?

The State has made the decision to transition driver license services to the local Tax Collector in order to avoid the cost of maintaining separate state and county facilities and personnel for driver licenses and vehicle transactions.  Although this transition did require the creation of a $6.25 service fee for driver license transactions to offset the increased cost to the tax collector, the DHSMV has seen its own budget reduced through the closure of State facilities.  The reduction in the budget for DHSMV has allowed other state agencies and programs to either avoid fee increases of their own or to avoid cuts in their programs because revenues were no longer being spent on DHSMV facilities, personnel etc.
